Research on the improvement of the system to solve the problem of medicine kickback

Abstract
Medicine kickback should be regulated to protect health of people, to reduce healthcare payment and to promote desirable competition in the market of medicine and healthcare. The current law and system in Korea has been structured to strengthen the sanction against medicine kickback. However, the recent failure of the reimbursement suspension sanction system implies that simply strenthened sanction is not the solution of the problem. The regulation against medicine kickback shall be directed to impose effective sanction against the giver and taker of medicine kickback and to form the legal or social structure to benefit patients and insurer, not healthcare provider, through the competition of pharmaceutical companies. The expected result should be below zero by imposing effective sanction against both of healthcare provider and pharmaceutical company. And it is required that the insurer be the wise purchaser to choose proper medicine or monitor it.
